Connection to Microsoft Exchange is unavailable

i have exchange server 2019.
one of the servers (2008 rt) instaled office 2013 .
I get this error when I open the outlook 2013 program.

"The connection to Microsoft exchange is unavailable. Outlook must be online or connected to complete this action"

Hi,
Does the issue only occur with users who uses Outlook 2013 or all users? If all users are affected, have a test Outlook connectivity in EXRCA
How do you configure account in Outlook? Was it being failed since Exchange deployed? Have you tried re-creating the profile and restart Outlook?
