I do not think it matters. Install it and try, if it fails, then you know that you need to use a lower version.
Which SQL CLR version and Report Viewer can be used for SCOM 2019/Win 2018 and SQL 2019/Win 2018
You are usig SQL CLR 2014 and Report Viewer 2015 in your quick start deployment.with SQL 2017.

We are using SQL 2019 / OS 2018 for our SCOM 2019 deployment. Is it still okay to use the version of SQL CLR and Report Viewer you used in your steps? Searched for new version of both the SQL CLR and Report Viewer but could only find newer SQL CLR 2019. Does it make a difference which version I use?

SQL CLR 2014 and Report Viewer 2015 work fine on SCOM 2019 under SQL server 2019.
