Hi,
1. No it should not be affected.
2. Which CU of Exchange 2013 are you running? If you are running Exchange 2013 SP1, run the script listed in this KB and monitor if the issue occurs.
Also negative to "C:\Program Files\Microsoft\Exchange Server\V15\Public", can you see the file?

Hi EricYin,
Thank you for you answer, I installed Exchange 2013 CU 23 and Exchange 2019 CU9. What any concern about CU?

Nothing, just saw similar issue on old CUs.
Check the file path, is "Microsoft Exchange.Data.Transport" there?
Just for an ask, did you install the security update recently?

Hi,
1. Do you login with the admin account?
2. Restart MSExchangeTransport service and check again.
3. Have you moved the arbitration mailboxes to Exchange 2019? Use "Get-Mailbox -Arbitration | New-MoveRequest -TargetDatabase <Exchange_2019_DataBase>" to move the mailboxes and then check again. Reference link: https://techcommunity.microsoft.com/t5/exchange-team-blog/exchange-management-shell-and-mailbox-anchoring/ba-p/604653
4. Can you use Exchange management shell to check queues? You can try "get-queue" or "get-queue -server ex2013".
If yes, it's a kind of workround when queue viewer fails.
