Hi,
I've tried to use mentions on Outlook since it was released.
But I can't use them on my organization.
Using Outlook 2019 from Microsoft 365 on my home PC, it works.
Using Outlook 2016 Home and Business on my work PC, it doesn't work.
Outlook 2016 is supported as the below article says:

I updated my Outlook to the same version: (Version 2103 (Build 13901.20312)
I have checked and that option really doesn't exist on Outlook 2016 (Home and Business):
And it exists on Outlook 2019 (Microsoft 365):
I guess that's the problem. Will check with someone using 2016 Pro Plus.

Yup, that should be the key of your issue. For Outlook versions which can support Mentions feature, it should have the option like your screenshots.

My Office 2019 Pro Plus doesn't have that option in "Send Messages" but @ mention function still works.
Colleague of mine has 2016 Home and Business version, few weeks ago he could use the function and suddenly it doesn't work.
We are both connected to our Exchange server and using Up-To-Date Click-To-Run versions.
Where's the problem... No one knows.

Sounds like it is a version related issue. What's the version of your Outlook 2016? (File > Office Account > About Outlook). Please make sure you have upgraded your Outlook to the latest version.
As I know, not all Outlook 2016 versions can support the Mentions feature. As @Win mentioned in this similar thread, The @mention feature is introduced after Office 365 ProPlus Current Channel version 1609 (Build 7369.2024) and Office 2016 Deferred Channel Version 1609 (Build 7369.2118). So, please try upgrading your Outlook 2016 to the latest version and see if your issue could be resolved. Or, you can use Outlook 2019 or Outlook 365 to achieve this feature like your home PC did.

I'm using the latest version. I update it every month:
I have read that link also, and every place I read it says that Outlook 2016 is supported.
But I haven't found any documentation about "Home and Business", I suppose that it is the problem.

I searched a lot and found that in this Blog, it says this feature is available in Outlook for Windows to Insider Fast users on Version 2004 (Build 12718.20010) or later, but have not mentioned the support in Outlook 2016 version.
To further confirm this, I also installed the Outlook 2016 Home and Business version on my own device and upgraded to the latest version (Version 2103 (Build 13901.20312)). However, tests show that the Mentions feature is indeed not available. I'm afraid that it is indeed not supported.
At last, if the Mentions feature matters a lot to your daily use, switching to newer Outlook versions like Outlook 2019 or Outlook 365 OR using Outlook for web might be our last workarounds here. Sorry for the inconvenience.
