Is there a component of Cognitive Services that can be used to detect whether a pdf is an order form vs. an invoice vs. a lab result?

    The scenario you described isn't currently supported under Azure Cognitive Services (form recognizer). Your forms would need to be sorted before feeding into prebuilt models.
