Can't sign in Azure Active Directory in Microsoft Hardware Developer Program?

Hi

I'm trying to use the Microsoft Hardware Developer program for signing drivers, i already signed up an Azure Active Directory since it seems like its a requirement for proceeding, and it got created successfully.

But the problem is that i cannot sign in the Azure AD.. when i click on sign in, it goes back to the first page, which is :

What's the problem?
