The report viewer 2008 is use as local mode. It does not require sql service. Is it still the same?

Yes, it is more a component of VS 2008 which this report viewer 2008 need to be installed in the server for application to generate the local mode rdlc report
Sounds good. I think you'll find almost all microsoft products circa 2008, have reached, or are very close to end of life.
