And also, get the latest error details from Detail.txt (Path: C:\Program Files\Microsoft SQL Server\150\Setup Bootstrap\Log\20210401_171518\Detail.txt). Please search 'error' in Detail.txt, and you will get the error massage.
I would try the download from another computer in another network, in case something is wonky in your environment.
