How to tell how many users are using Microsoft Planner or OneNote in Azure

Question

I have an administrator that wants to know if we can see how many employees happen to be using Microsoft Planner and OneNote in our GCC High environment. Does anyone know of a way this can be found on a report in Azure or Microsoft 365 Admin Center?
