This should not be a bug in SSRS2017.
If you are migrating from SSRS2008 to the 2017 version, you could first refer to the following: Migrate a Reporting Services Installation (Native Mode). Please check whether the corresponding configuration has not been modified during the migration process. For example, if you have modified the RSReportServer.config file or RSWebApplication.config file in the previous installation, you should make the same modification in the new RSReportServer.config file.

I still have a question, how did you get the SSRS2019 version? Was it upgraded from SSRS2017? If you still keep the SSRS2017 version, you may wish to try to recreate a new subscription in the 2017 version to see if it can be delivered correctly.
In addition, for any troubleshooting about the report server, we can check the error through the error log of the following path: C:\Program Files\Microsoft SQL Server Reporting Services\SSRS\LogFiles.
Since this kind of issue cannot be reproduced, please provide me with comprehensive feedback as much as possible.
