Hi about 2 years ago I "almost" was scammed by people claiming to be from norton. At the time I thought I had been quick enough, recently I had decided to look at my firewall and noticed outbound programs seem a little sketchy, and i'm slightly worried that my computer is really screwed
am i done for, what can i do, how would i go about fixing this (if that is even an option)

In fact, you don’t need to install any other third-party antivirus for your computer, such as Norton, Symantec or McAfee, built-in Windows Defender is enough.
Keep your system is always up to date, enable Windows Defender and Windows firewall, it will be very very hard to get hacked.
