Can Virtual Machine Contributor create VM? Someone say yes, someone say no.

Yes, a Virtual Machine Contributor should be able to create a VM. Based off our Azure RBAC Virtual Machine Contributor doc, the VM contributor role has permissions (Microsoft.Compute/virtualMachines/*) to "perform all virtual machine actions including create, update, delete, start, restart, and power off virtual machines...".

@JamesTran-MSFT While VM contributor would allow the creation of a VM but wouldn't that depend on if a storage account and vNet as already been created? I'm assuming if those dependencies were not created, then there is no way for the VM contributor to deploy the VM because they don't have the permissions to create a storage account and vNet is that correct?

Tried this but get network errors....does not have permission to perform action 'Microsoft.Network/networkSecurityGroups/write' at scope '/subscriptions
