The simplest solution may be to use a Comtrol or similar device. Captures and redirects the serial over ethernet. We used these in mining where the RS232 devices were miles away.

Is there a way to redirect your local COM Port(Serial Port) to an Azure Windows VM? The option is there on the RDP Shortcut to enable it, but that doesn't work as the local COM Ports don't show on the VM.

It wasn't but basically you plug the hardware into the device then capture the redirected traffic from any where in the world assuming you can route the ethernet traffic. The NS-Link driver captures the RS232 via ethernet and presents it as a virtual com port on the receiving end.
