Windows Telephony Application Programming Interface (TAPI)

I'm looking to create a C# program that will dial a phone number on the click of a button, can this be achieved using the Windows Telephony Application Programming Interface (TAPI)? If so where can I find the download and documentation for Windows 10.

This is the TAPI documentation, but all the examples are written in C++.
Telephony Application Programming Interfaces
It seems that you can make calls using SerialPort. I have no equipment so I haven't tested it, but you can try it:
Dial mobile phone via C# program
Both methods require your computer to have integrated telephone equipment.

I would look at using an api like twilio.
