bitLocker always fails to start hint
There are conflicting settings for recovery options. Contact your system administrator. when a recovery password is required. backup to active directory should be turned on or the user should be required to save the recovery password
ask for help

    Hi,
    Have you made any BitLocker group policy settings?
    Did you have recovery password backup into AD turned on?
    You can see if you have made changes to settings of the OS Drives (Windows Components/MDOP MBAM (BitLocker Management)/Operating System), it has made equivalent changes to BitLocker policies (Windows Components/BitLocker Drive Encryption/Operating System Drive). Same should happen for the removable drives also.

    Choose how BitLocker-protected removable drives can be recovered
    Omit recovery options from the BitLocker : Enabled
    Changing Omit recovery options from the BitLocker Disabled may be fix it.
