    Hi,
A user can't be the member of several OUs at the same time.
A user can be member of only one OU, but you can move it from one to another.

    Best Regards,

There should not be a hard limit.

    Hi,
Each domain controller in an Active Directory forest can create a little bit less than 2.15 billion objects during its lifetime.
I don't think there is maximum limitation of users in an OU, just don't exceed 2.15 billion objects.
