Our company has set up windows automtically download for some servers.
One is: Security Update for SQL Server 2019 RTM CU (KB4583459)
But my SQL server is already 2019 CU8, if I click to install all downloaded patches, this will run.
Will it recognize my server has already been CU8 and not run the patch, or it will still run the patch even it is no longer the RMT CU any more? Or will it fail?

Whether it will fail with an error or silently be ignored, I don't know. That depends on how smart Windows Update is. But it will not be installed.
There is a security fix for CU8 as well, but I think you are better of with applying CU10, which is the most recent CU for SQL 2019.
