Why is there no Cog Wheel in photos app?

It's not there.

Open a picture
Click on the "View all photos" tab (top left of screen) - a new window pops up
Click the 3 dots top right and go to settings
Then scroll down to "Mouse wheel" and change to "Zoom in and out"
