Delete configuration profile

Question

It is an iphone set to monitoring mode with apple configrator.
I want to prevent users from deleting intune configuration profiles.
Is it possible?
I set "Block configuration profile changes: Yes".
But, User can be deleted. If intune can't ban it, can apple configrator control it?

@tarou chabi Thanks for posting in our Q&A. From your description, I know that you want to prevent users from removing management profile in iOS devices. If there is anything misunderstanding, feel free to let us know.

For this issue, I have done a lot of research. In our official atricle, it seems only ADE supports lock down the management profile.
