Where we can download hotfix

There is error on IIS 8 and Windows Server 2012 with module Application Initialization.
Problem is described on page https://support.microsoft.com/en-us/topic/client-computer-uses-cached-content-when-a-web-application-that-is-being-initialized-receives-a-request-in-iis-8-0-6ac4e4d6-4b5c-9aae-0162-834533b68c06
Solution is hotfix which is not available for public download.
Don't you know where we can download this hotfix ?

    I'd check the server is fully patched. It's more than likely it has been superseded. You can compare the version on your system, if it is higher than Warmup.dll 8.0.9200.20551 then the hotfix would no longer be applicable.

    Warmup.dll version is 8.0.9200.16384

    I'd try installing the latest SSU
    https://www.catalog.update.microsoft.com/Search.aspx?q=kb5001401

    followed by the latest cumulative update.

    Form the link you mentioned, we can see:
    If the hotfix is available for download, there is a "Hotfix Download Available" section at the top of this Knowledge Base article. If this section does not appear, submit a request to Microsoft Customer Service and Support to obtain the hotfix.

    Therefore, you could update Server 2012 to the latest build then check issue again, the new update will include the content of old updates, this hotfix may be involved in. if still no help, you need to submit a request to Microsoft Customer Service and Support to obtain the hotfix.
