    In order to further confirm your issue, did it occur on an specific account only? If so, what's the type of your account(pop,imap or exchange)?And whether this issue occurred on your first configuration or this account could work normally before and this error occurred only rencently?

    If it occurred on your first configuration and you configured your account mannually with pop or imap in Outlook, the error may be related to your account configuration, it's suggested to check the port and protocol of your account, and we could try to turn off SSL and switch to TSL to check if your account could send/receive normally after that(File>Account settings>Account settings>double-click the account>more settings>Advanced).

    If that's still invaild or your account could actually work normally before, have you performed any specific operations recently(such as install any third-party tools)? It's suggested to close other programs and restart your Outlook in safe mode to check if the issue has any difference(windows + R>type "Outlook.exe /safe">enter).

    If the issue still exists, corrupted Outlook data file may also cause it, please try to repair your data file to check.

    After trying everything I could, based on all suggestions, I finally resolved the issue. I am using Norton 360 and temporarily disabled Auto-Protect and Smart Firewall. I then enabled each, one at a time and the culprit ended up being the Smart Firewall. Once the Auto-Protect and Smart Firewall was re-enabled, I no longer had the 0x800ccc1a error. Based on my experience, try disabling your antivirus firewall, temporarily, to see if that corrects your issue. Richard H.
