How many users I can simulate on AWS machine using MSVS

I am using MSVS 2017 ,Should I buy license for Load testing in MSVS ? and how many concurrent users I can simulate on MSVS? My systems specs are 2.4GHz Processor, 16gb RAM, 500gb ROM, 64 bit, 11th Generation. and if I run the test cases on AWS VM with same 4 processors 16gb ram 80GB rom, how many users I can simulate without any license? and what is license fee for monthly usage?
I want to stimulate for 60000 to 80000 users and How many Machines are needed for that?
