Downloaded SQL Server Management Studio and cannot open due to "lack of permissions"

Receiving error message "The item referred to by this shortcut cannot be accessed. You may not have appropriate permissions". I am administrator and have tried to edit all permissions unsuccessfully. I have tried to repair the app, restart app, etc. What else can I try?

    Hello @Garret Vonkrosigk ,

    You mean that you have downloaded and installed SSMS on your computer, but you cannot open the program through the desktop shortcut or the "Start" menu and get the above error. If so, can you start the SSMS from the path C:\Program Files (x86)\Microsoft SQL Server Management Studio 18\Common7\IDE\Ssms.exe.
