I am getting interested in c++ console app development and UWP/WinForms apps. so is there any way i could develop these for the old WIN32 requirements?

If yes, since uwp apps only run in Windows10 environment, you could develop c++ or winform app instead, then you could open a new thread with c++ and windows-forms tag to report your question.

You'll have no trouble executing your Windows Forms Applications if you can fulfill those requeriments.
