Are you definitely logging into that new PC with the exact same Microsoft Account details as you used previously when you purchased Minecraft from the Store?
Do any other apps show up in you library?

You're going to want to go to https://account.mojang.com/login and log in. Near the middle right of the page you will see "download game" go ahead and select the version that you need. (I'm assuming Java)
Alternatively, if you already have the Minecraft launcher installed, you can lo in form there.

I am Dave, an Independent Advisor, I will help you with this . . .
If you previously purchased Minecraft form the Microsoft Store, open the Store App, then at the top right, click the 3 dots and open your Library form there
Any Apps or games you own should be available there for you to re-download . . .
