Yes i tried the webcam on other pc's it worked!

1. Which build version of Windows 10 are you using currently?
2. What is the make and model of the webcam?
3. Have you tried connecting the webcam to any other PC?

Based on the error code you have provided, typically, the device's hardware key contains a "FailReasonString" value, and the value string is displays an error message defined by the hardware manufacturer. If the hardware key does not contain a “FailReasonString” value the message above is displayed. You may want to refer the article Error codes in Device Manager in Windows
One of the thing that you can do is try updating the drivers from the manufacturer website and see if that helps.
