Issue upgrading/installing SSMS.

Question

I had been running SSMS 18.8 since late last year on two different development machines. Early in April of this year I encountered an issue on one machine which caused me to rerun the SSMS Setup package and take the option to repair the installation. The repair came back with a message along the lines of “a certificate was explicitly revoked...” or “..authication failure...”, I didn’t record the specific error. So, I started to investigate. I looked at the installation package properties under the Digital Signatures tab and viewed the certificate associated with the package. The certificate was valid from 3/4/2020 to 3/3/2021. As this was early April I reasoned there might be a correlation here. Now this seems odd to me as this would indicate that installation packages would have a limited shelf life (so to speak).

Forward to April 16. I found MS issued SSMS 18.9. I reasoned this would surely solve my problem so I downloaded the bits and ran the installation. To my surprise – the same error. I then became suspicious of what remained of my installed SSMS so I uninstalled it completely.

Forward to April 19. I found MS issued SSMS 18.9.1. I hoped that MS had discovered a problem with the previous package and was offering me a solution! Alas, it was not to be.

At this point in time I tried to eliminate any barriers to getting valid authenticode verification. I disabled my firewall completely and emptied my certificate stores (all of them) reasoning that the installation package would use the internet for verification. I ran the SSMS 18.9.1 installer. It failed again.

I am running Windows 10 Pro - OS build 19042.928. The system runs cleanly as I am parochial...

The message appearing on the installation interface states: "A certificate was explicitly revoked by its issuer (0x800B010C)" Here is the log file associated with this failed install:

Preface: I discovered that the installation package for 18.9.1 downloaded from https://learn.microsoft.com/en-us/sql/ssms/download-sql-server-management-studio-ssms?view=sql-server-ver15 in April of this year was a different package when downloaded in July of this year. The April download is the one I utilized for this solution. The SHA256 signature for this file is ce12a64f066df907fb62077e5d22a8c5312893664212cca4660d8ebeee2f59c6.

I attempted to install SSMS with the July package and it failed with a completely new set of failure points.

After much investigating and tweaking I was able to capture the root file causing the error in my initial post. It is part of the HelpViewer 2.3 package. I have posted this file online and shared it at the following link: https://app.box.com/s/hrulas4tlhjmpfjd8q8fo5lv7yijkea1.

My solution is as follows.
Using Certificate Manager I backed up and then completely emptied the following (Local Computer) physical stores: Trusted Root Certification Authorities (Registry), Trusted Root Certification Authorities (Third-Party) and Untrusted Certificates (Registry). I then installed all the certificates I found in the file (noted above) into the Trusted Root Certification Authorities (Registry). I then conducted an iterative process of running the SSMS-Setup-ENU installation. As each iteration failed I gathered more certificates from files causing authenticode issues. Eventually I was able to get a successful install. I then exported the Trusted Root Certification Authorities (Third-Party) as a Microsoft Serialized Certificate Store. I have posted this file online and shared it at the following link: https://app.box.com/s/zlxo6g58ntkc02yvtbq3o18k9tgcgenx.

Forward to release 18.9.2 (from the previously noted site). It also fails to install. I emptied the stores (noted above) and imported the Microsoft Serialized Certificate Store file I had exported in the successful 18.9.1 installation. I then re-ran the 18.9.2 installation package and the upgrade was successful. The SHA256 for this file is 03e567b7475ec2e2da237d70e9a833deabf52ca66d521f340a1ebc8fdea91170 (in case the download mysteriously changes as it did for the 18.9.1 release).

There can be no doubt that this issue is due to badly signed packages within the SSMS installers, especially components related to the HelpViewer 2.3 bits. Perhaps this post will catch some program managers eye and decisions will be made to solve the problems within all the packages of this product.

Please try to install the Windows root certificates. Refer to the similar thread SSMS Install Error Code: A certificate was explicitly revoked by its issuer (0x800B010C) to get detail steps.
