Did you try to boot your computer in Safe mode?
Boot your computer in Safe mode.
Press the Shift key and don’t release, and click the Power icon at the bottom-right and choose Restart.
After your PC restarts to the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings > Restart.
After your PC restarts, you'll see a list of options. Select 4 or press F4 to start your PC in Safe Mode. Or if you'll need to use the Internet, select 5 or press F5 for Safe Mode with Networking.
Check if you login with your pin/password.
Then try the following and check if it helps.
Step 1. Reset your PIN
- Open Settings.
- Click on Accounts.
- Click on Sign-in options.
- Under the PIN section, click I forgot my PIN.
- Verify your password and hit OK.
- On the next screen, create a new PIN and follow the on-screen instructions.
- Restart your PC and check if you can log in with the new PIN.
If the doesn't work, proceed with Step 2.
Open File Explorer.
On the left pane, click This PC.
Go this file location C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft.
Right-click on the NGC folder and click on Delete.
Click on Yes.
If you will receive a permission error do the following:
In the Search box, type CMD and select Run as administrator.
Copy-paste the following command:
icacls C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc /T /Q /C /RESET
Close the CMD window.
Delete the NGC folder and then try to set up your PIN again.
