Cannot create a PIN in Windows Hello

I cannot create a PIN in Windows Hello (after a factory reset of Windows 10). When I click the ADD button under PIN, the little spinning circle icon appears and it just keeps spinning forever. One time after restart I also succeeded to start Window Hello with a local account, but get stopped att the same stage (the Pin-button greys out). There is thus no way to access the computer! Please help!

    Hold the power button of your PC for 10 seconds to force shut down the computer. Press the power button again to turn on the machine. Once you see the Windows logo appears, hold the power button again for 10 seconds to force the PC to turn off again. Repeat this process 3 times or several times until you see the Automatic Repair Window.

    If it doesn't repair the Windows automatically, click the Advanced options to enter WinRe.

    Select Troubleshoot > Advanced options > Startup Settings > Restart.

    After your PC restarts, you'll see a list of options.

    Select 5 or press F5 for Safe Mode with Networking.

    You can also try other option in Advance Options

    Like Start Up Repair or System Restore.

    Follow the on-screen prompts to restore your system to an earlier date.

    Did you try to boot your computer in Safe mode?

    Boot your computer in Safe mode.

    Press the Shift key and don’t release, and click the Power icon at the bottom-right and choose Restart.

    After your PC restarts to the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings > Restart.

    After your PC restarts, you'll see a list of options. Select 4 or press F4 to start your PC in Safe Mode. Or if you'll need to use the Internet, select 5 or press F5 for Safe Mode with Networking.

    Check if you login with your pin/password.

    Then try the following and check if it helps.

    Step 1. Reset your PIN

    1. Open Settings.
    2. Click on Accounts.
    3. Click on Sign-in options.
    4. Under the PIN section, click I forgot my PIN.
    5. Verify your password and hit OK.
    6. On the next screen, create a new PIN and follow the on-screen instructions.
    7. Restart your PC and check if you can log in with the new PIN.

    If the doesn't work, proceed with Step 2.

    Open File Explorer.

    On the left pane, click This PC.

    Go this file location C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft.

    Right-click on the NGC folder and click on Delete.

    Click on Yes.

    If you will receive a permission error do the following:

    In the Search box, type CMD and select Run as administrator.

    Copy-paste the following command:

    icacls C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc /T /Q /C /RESET

    Close the CMD window.

    Delete the NGC folder and then try to set up your PIN again.

    Dear Jocelyn!

    This is what happened:

    I didn't see the Windows logo but "Acer" (it's an Acer...)

    "Repeat this process 3 times or several times until you see the Automatic Repair Window. If it doesn't repair the Windows automatically, click the Advanced options to enter WinRe." It doesn't repair automatically so I proceed as follows:

    "Select Troubleshoot > Advanced options > Startup Settings > Restart."

    After your PC restarts, you'll see a list of options."

    Here it showed the Windows Hello again. So I force shut down the computer, restarted, Acer showed, I force shut down, and now it doesn't start. It's dead.

    Thanks for quick reply, much appreciated! I have been stuck since Monday...

    So:

    There is no Power icon at the bottom-right on the screen, just a volume button in the black frame around the blue Windows hello interface. But I shut down, hold down the Shift key (steady) and started the computer again. It doesn't start in Safe mode, but instead again shows the first (out of five) Windows hello page "Fortsätta med valt språk?" (since I live in Sweden) i.e "Continue with choosen language?"

    So still stuck...
