debug appearing on my computer

there is a debug file on my computer, after a while I decided to delete it, however it came back 1 day later. Whenever I open the debug file it says the following:

"[0917/170856.991:ERROR:settings.cc(320)] Settings magic is not 1129342067"

I don't know what this could be, anyone have answers?

    I am not a gamer, nor do I have a network. But after a recent upgrade by Microsoft the Debug icon appeared on my Desktop. 

    Now Google Chrome has crashed. If that is the case, I'd like to know for certain. Microsoft take a page from Apple... You can talk to real people without being charged, and now you're charging us yearly for upgrades.

    Seriously thinking of buying an Apple next time.

    Is that a Debug.log file and is it appearing on your Desktop?

    Is that all the text that appears in that Debug file, if there is more text in that file, please post that text . . .

    Rest assured, that file is no harm and is not generated by Windows, is it generated by some software installed on your PC

    Are you a gamer, and also what web browser do you use?
