It is possible that this an intermittent issue. Could you confirm if you are still seeing this? And if so, could you share the region you are trying to create this in?

I was able to create my new Logic App from Visual Studio, but not thru the Azure portal. The creating thru the Azure portal still wasn't working at 9:00 PM (Eastern - US). However, this morning (6:30 AM Eastern), it's working again. I guess it was an intermittent issue, if by intermittent you mean all day ;-) Never the less, thanks for the reply.
