Quick question about Azure AD licenses

Hello

I was reading the following article https://learn.microsoft.com/en-us/azure/active-directory/fundamentals/license-users-groups

Can someone tell me when the 'License is Active but the 'License Options' are turned Off (rather then On as in the article) are they still charged?
e.g. if all the License Options are set to Off for a particular user or group does charges still apply as the license itself is still active?

    Hi @CharlieMelga-6484,

    If the License Options are turned off, they are still charged.

    So, you pay licenses. No need to be assigned to users.
