Checking the number of views of a permanantly deleted video

Question

I want to check how many times a video stream has been viewed for an old video that was permanently deleted out of my recycle bin.

I have the video stream url, but obviously no longer have access to the video itself

Who would have this data/information? Is it an MS administrator?

In my experience, if you have admin account, you can login in Office 365 admin center to select the channel where the video is located. On the Channel page, select the video whose statistics you want to view. Next to the date when the video was uploaded, you'll see the cumulative number of video views.
