When i restart or shut down and power on my pc i have get this popup and my adobe photoshop is not opening and this error, how to fix it.

That error is caused by the graphics engine in the Adobe Software installed on your PC.
Uninstall all Adobe software from your PC, restart (not shut down) your PC, then download and re-install the latest version of your Adobe software available.
