Zip extraction error

I have a zip file that gives me the following error.

Now I and, and have, renamed the file so that it can be extracted, but I thought this sort of problem was a thing of the past, not something plaguing Microsoft's flagship OS. Here is a link to the file that gives this error. I don't know if it's related to the problem, but I do use Onedrive and this file is down in a Onedrive folder.

    It could be due to the MAX_PATH limitation.

    Copy the zip file to the drive’s root directory and unzip it to a folder under the drive’s root directory. Then, move the files/folder manually to the original path.

    (or)

    Use 7-Zip or WinRAR to extract the archive.

    As I said, I can get around the problem. I'm just amazed that I have this problem in a modern OS. It's a small issue, but I hope MS fixes it quickly. A limit like this just should not be there. Thank you for your response.

    I got curious and copied the zip file to the root directory. It still will not work as I expected. Perhaps I need to clarify. I am not directly trying to extract. I am trying to, in this particular example, open the file using Word. In another file I'm trying to open using Acrobat. I guess this could be a limitation of the two applications. How would I tell?

    I am not directly trying to extract. I am trying to, in this particular example, open the file using Word.

    I get the same error when double-clicking the .docx file without extracting it from the archive. This is because it gets extracted to a randomly named subfolder under the Temp folder and might exceed the MAX_PATH (260 chars) limit.

    It's not an application limitation because you get the same error when you change the default .docx handler to WordPad.
