Group Policy Issue

I am currently unable to create, edit or restore a group policy object. when attempting to create a new policy and link it here. I receive the following error::
A device attached to the system is not functioning.

When I attempt to edit a group policy object, I receive a failed to open the GPO you might not have the appropriate permission.

Lastly, I have noticed that even though dc01 is set as the baseline domain controller.
I have no available domain controllers in the list when trying to select a new baseline DC

Anyone ran across this error before?

    Hi,
    Before going further, please confirm the following information to make the issue more clearly.
    1, Which user do you used to do this?
    2, What' the result if you log on to other DCs?
    3, How many DCs do you have, everything works well?
    Dcdiag /v >c:\dcdiag1.log
    Repadmin /showrepl >C:\repl.txt
    Repadmin /showreps *
