It seems like your install has got itself into a bit of a mess!
To be honest you could spend a lot of time working through error by error, but I would advise to simply Reset Windows to factory defaults, and that should resolve your issues.
Windows Reset - Keep my files
You will need to reinstall any applications you have installed, but it will keep all your files. Problem that you are describing should be resolved then.

*I would always recommend keeping personal files and folders stored on OneDrive. Especially with an older machine the likely hood of increasing hardware failures means your data is always at risk. OneDrive will ensure you never loose your files through hardware failures.
