"Snipping Tool not working" error message

I powered up a few minutes ago and this error message appeared:

But it IS working - I've just proved that by posting the above snip.

Is there a problem at my end or Microsoft's?

    If that will happen again,

    1. Right-click on the blank area of the taskbar and select Task Manager.
    2. On the 'Details' tab, right-click 'SnippingTool.exe then select End task.
    3. Reopen the Snipping Tool again.

    You can also perform a clean boot to determine whether a background program is interfering with your Snipping tool app.

    Hello Joseph. I followed your instruction and went to Task Manager but "SnippingTool.exe" wasn't there.

    I did the obvious thing - to show you proof, I snipped what I saw and "Snipping Tool.exe" was there this time. Presumably it only appears there when it's being used? Here's that snip:

    Is it relevant to my problem that UAC virtualization (whatever that is) is shown as Not allowed?
