I purchased a 2019 X64 std server license. After installation I activated a virtual server and the second refuses the activation. What to do?

Are you using licensed or evaluation media? Is the product key OEM, retail or volume? What happens when you try:
slmgr /ipk xxxxx-xxxxx-xxxxx-xxxxx-xxxxx (using host product key)
slmgr /ato
