According to my understanding of your problem, when you want to add a new server to an existing SharePoint 2016 farm, the following error will appear when running the Products Configuration Wizard:
Please following steps:
1) Exit the SharePoint Products Configuration Wizard.
2) Install the latest CU patch in your farm
3) Re-run the SharePoint Products Configuration Wizard.
If the problem still occurs, it is recommended that you view the ULS logs or Event Application logs to get the detailed error analysis report.
