Microsoft .NET Framework error

I downloaded a file that I don't remember... After I deleted that file, the NET Framework error appears whenever I turn on the PC or Restart. Under text is what I got in the error message. How can I solve this problem?

    Hi, I'm Elise, an independent advisor and I'd be happy to help with your issue.

    It looks like an error with one of the application that is set to startup with the PC.

    Could you check in the task manager app, in the startup tab and disable any app which might be related to this error.
