Problem with "user account control".

I am using a windows app to get rid of unused apps.

To get there I use the "Start" window icon and the gear icon for "Settings". When I select some apps I get an error message with a red header which tells me:
"An administrator has blocked you from running this app...."
It happens when I am running "apps and features" and I try to delete some
apps. How do I get around this? The apps I am deleting apply to devices
I no longer have.

How do I get past this UAC message?

I know there are settings for UAC, and I have already chosen the lowest
category: Never Modify

I included an image of the message, but It disappeared. I'll try again

    Hi,

    I understand that you receive an error when trying to uninstall applications. I’ll certainly assist you with the issue.

    However, please let us know:

    1.      Does this issue occur with this specific application?

    2.      Are you aware of any changes made to the computer prior to this issue?

    3.      Which build version of Windows 10 is installed on the computer? Refer Which version of Windows operating system am I running?

    You can try is to enable the hidden admin account and check if you are able to remove the application. To enable hidden admin, refer the steps mentioned below:

    1. Type command prompt in the search bar on the Taskbar.
    2. Right click on the command prompt icon and select Run as administrator.
    3. Type in the following commands one by one and hit Enter:
      net user administrator /active:yes
    4. After enabling hidden admin login to the Hidden Admin account, refer the article on How to switch users (accounts) in Windows 10.

    Note: Make sure to disable hidden admin by using the command net user administrator /active:no after performing the troubleshooting steps.
