Can I delete Folder Programdata and folder Rocovery in window 10

Hi sir 

I Have the questions

I used surface labtop3 with window 10. At this moment the storage nearly empty. 

The system file in storage shown over 140GB 

Question is

1 how can I delete or clear the system file to increase the storage capacity 

2 in C: I saw the folder regarding ProgramData and Recovery folder Can I delete since its used over 2GB per folder.

    Hi, my name is Jose. I'm an Independent Advisor and a Windows user like you. I'll be glad to help you today.

    ProgramData is a Windows folder that store applications settings. If you deleted it, Your applications will start to fail. The Recovery folder has the recovery environment.

    If you need to increase the free space, you can use the Disk cleanup tool. Please, select the start button and type Disk cleanup. Then click Clean up system files. You can select many options to free up disk space, and click ok button.

    Thanks you in your advice.

    However I try all of you mendtions but capacity still increase not too much.

    Anyway I found somthing that I guessed about 2 folder

    1. ProgramData
    2. Recovery

    like picture below

    It used both 4.x GB Can I delete its.

    Most definitely not. If you do that, the only way to recover is via a clean reinstallation.

    Do as previously advised, type Disk Cleanup into search and run it as administrator. Then tick everything found and press OK

    I don't recommend you to delete programData.
