There are 3 choices on the Java manual downloads page:
The first one, "Windows Online" is a 1.98 MB "stub." When run, this installer accesses Oracle's servers and downloads the appropriate version for you, depending on the browser that you're using. As the Java site explains, it's the browser that determines which version of Java you should use, and not your system. Most Windows 7 systems use a 32-bit browser even if they have a 64-bit version of Windows 7.
The second link, "Windows Offline" will download a complete installer for the 32-bit version: jre-8u281-windows-i586.exe
The third link, "Windows Offline (64-bit)" will download a complete installer for the 64-bit version: jre-8u281-windows-x64.exe
Of course, most Internet security experts will recommend that you not install ANY version of Java.
