Can't enable camera access because "Change" button is greyed out

Hi

I just bought a webcam https://canyon.eu/product/cne-hwc2/. I connected it to my computer and tried to use Windows' Camera app. The app directed me to enable access in Settings. However, in Settings the button to change access permissions for the Camera is greyed out.

I am using Windows 10. Updates are installed.

I am using my home PC so I am the administrator.

The camera shows up in device manager.

Restart didn't help.

I tried suggestions from https://www.tenforums.com/tutorials/71414-allow-deny-os-apps-access-camera-windows-10-a.html (regedit and group policy options, set them both to allow). The "Change" button in Settings is still greyed out.

How can I fix this? Why don't I have access to my own computer's settings?

    Thanks for replying but when I open my Camera app it stay that I don't have access to the app and directs me to Camera Privacy in Settings. There the "Change" button is greyed out.

    In the Camera app in the upper right there is a camera icon with an arrow going around.  This will change to the other camera.
