Admin Consent Issue

Hi,
I have created an app registration in Azure AD and in API permissions, under "Admin consent required" section it shows No, still its asking me for Admin consent in my Azure tenant.
Is there any kind of setting on tenant level or this is expected behavior? But as I understand, as its showing admin consent required as no, then it should not ask me when I try to access my app(index.html).
Attached is the screenshot for the same.
Kindly suggest what's wrong here.
