Pricing VM Hourly or minute

Hello,

We are dynamically scaling a virtual scale set for our aks cluster.
We are wondering if the vm's are billed by minute running of hour they are running.
So we dont scale up a machine for 5 minutes if we are billed for 1 hour.

    VM is associated to at least one disk (OS Disk). The disk storage is charged "24hours/7days" because the storage is allocated all the time, even if the VM itself is not running.

    You are only charged for the Azure VMs you deploy, as well as any additional underlying infrastructure resources consumed such as storage and networking. There are no incremental charges for the Virtual Machine scale sets service itself. Standard egress charges apply.
