Windows Hello bugged

Hello, I need help, I got an bnew acer nitro 5 that Ive been using for almost a month now, my problem started showing up recently, about a few days ago, it's basically this:

Windows Hello keeps appearing with a red X mark on it saying its not setup (But I do believe it already is with the PIN, see pics below)

Everytime I click set up and COMPLETED it, it always appear like that, ALSO: pls see this:

As you can see, I only have access for Windows Hello PIN, the rest are none/not supported. Every time I click "Windows Hello PIN" to set it up (AGAIN), it always ask me that, so as you can see, I already have a PIN and every time I boot up my computer, I always have this log in menu with the required pin (Just like startup) so Im sure i got that right, yet this windows hello does not even recognize it

Now to the problem again:
Everytime I try to setup the first above, for some reason, it does not recognize that I already have a pin,, it keeps showing me this which I always try to comply:
then after I click next, this is what it shows:

I then proceed to enter my current pin then once I do, it will show a "just a moment" then disappears, then the windows hello still have a RED X on it like the pic above.

I've already tried the following:
Updated everything - checked
SFC - shows no corruption
DISM - All good

any fix for this looped windows hello bug?
pls dont ask me to reset my pc, I wont do that just for this windows hello

    Hi,

    Thank you for writing to Microsoft Community Forums.

    We understand the concern as you are having difficulties in signing in to the PC using Windows Hello PIN. In order to get clarity and to assist you accordingly, please reply with the answers to the questions below:

    • What is the Version and Build of Windows 10 installed? (Type winver in Windows search/Run command)
    • What is the make and model of the PC?
    • Are you aware of any changes on the PC??

    Step 1: Check the Windows Services

    1. Type services.msc and click OK
    2. Look for CNG Key Isolation service and Start it. Make sure that the Startup type is set to Manual
    3. Restart the PC

    Step 2: Remove NGC folder content

    1. Sign-in to your Windows 10 Administrator account using password.
    2. Now; open your File Explorer and browse to the location: C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft
    3. Right click on the NGC folder and select Properties from the context menu.
    4. Under the "Security" tab, click on "Advanced" option.
    5. From the following window, next to the Owner section, click on the "change" link.
    6. Under the Enter the object name to select option, input Administrators if you are using administrator account, or the local user name.
    7. Click on Check Names and then OK.
    8. Once you have followed all these steps, you should be able to enter NGC folder. Delete all the files from the folder
    9. After removing contents of the NGC folder, add a PIN/Face/Fingerprint by following the path: Click on Start Menu > Settings app > Account Settings> Sign-in Options> Add a PIN
