Outlook shared calendars

We are in a Exchange 2016 environment and doing some mailbox permission cleanups to remove permissions that are no longer necessary. We are seeing that some users who have access to other user's Outlook calendars that we'd like to remove, but not able to see where the permissions are coming from.

Checked in the Exchange ECP and do not see Send As, Send on Behalf Of, or Full Access given.

Checked Exchange EMS using PS command Get-MailboxFolderPermission -Identity user:\Calendar - this shows list of valid user permissions that we do prefer to keep, but does not show in the list the ones we desire to remove.

Checked in the Outlook permissions, and do not see permissions granted to the users that we are trying to remove. We do however see Free/Busy as the default which I believe is normal.

But when the user goes into Outlook they are able to see a list of users under Shared Calendars and the calendar items.

Where can these permissions be coming from? Our goal is to remove any calendars that a user no longer needs access to, but we don't want to have to login to every users Outlook and manually delete any Shared Calendars they shouldn't have access to.

Based on my test on Outlook, if you open the shared calendar via "Open shared calendar" option in Outlook, the calendar would still be displayed under"shared calendar" unless you close it manually, but it wouldn't display the detailed item information once the user doesn't have the detailed item permission.

So did it display the detailed information of calendar item or just the free/busy status? And if you create a new item in that calendar, could it be updated to the shared calendar? Considering the sync of permission may take some time, it's suggested to re-sync your mailbox mannually to check if the issue has any difference after that(press "F9").

Did this issue occur on this specific user's calendar only? In order to further confirm if those users still have any other permissions of that calendar, we could try to close that calendar manually and open it again via "open shared calendar"option to check if the user still could open it. If you couldn't open it after that, it means the user has already lost the permission of that calendar normally.
