Disable Flows on site collection

There used to be an option to disable flow buttons on SharePoint site
(not the functionality https://sharepoint.stackexchange.com/questions/290612/what-actually-happen-when-we-set-disableappviews-disableflows-to-true-using-pn , but that was good enough for us)

Apparently this option has now been removed

On a site that does not allow customizations, how can I disable Flows?
Ideally, I am interested in disabling the entire functionality for SPECIFIC site collection, not just hiding the buttons. Is there another setting? Any policy? Sensitivity label?

    There is no available option to disable flows. As you noted, the previous settings simply hid the button but didn't prevent flows from being created from the Power Automate interface against that particular site.

    Agree with trevor.

    You can only hide button in the interface with all existing flows work as usual. There is no option to disable the entire flow functionality for specific site collection.
