In Task Manager, the term 'high impact' refers to the amount of your computer's resources the app uses. Ideally, you want your startup apps to have as little impact as possible, otherwise your computer's performance will suffer.

Hi, I have an app and I need it to be on high impact in startup, now its (not measured). Is there a setting to make it high impact?

Sorry no, there is no setting for setting a high priority for a startup app, there is not even a registry hack to do that.
High Impact does not mean that more resources are assigned to the app, it is just Windows calculating how much resources a startup app is actually using, but that cannot be set.
